Raid on San Quentin Loadout Question

So I'm doing this quest, and during the raider tarker (big dude with explosive cannon) I die about six times until he turns his back to keep shooting at the fallen companion where I get the drop on his backpack. I'm still pretty new to this game, so forgive my lack of knowledge. So this brings me to the question:

- Are my weapons too weak
- Is my shield too weak
- Is it my laggy connection that gets me killed

Currently, I use the current loadout; VBI Auto-Shotgun (90x8 DMG, 2.0 FR), Downpour Pulser (126 DMG, 25.0 FR) and an EMC LMG (202 DMG, 10.0 FR). My current shield is Respark Contender III D (1037 capacity, 40% recharge, 2.85 delay). I use this low shield strength because of it's quick delay. Another note, it keeps telling me I have EGO points to spend, yet cannot find where I'm supposed to spend them. Now about my internet connection; basically whatever I do in online whether it's multiplayer to even chatting (like yahoo messenger) there is a 1-3 second delay, meaning I shoot and hide, the enemy still sees me for another 1-3 seconds after that.

Any information would be very helpful.

i killed the tanker with a EMC rocket it should be somewhere laying there, it's an advanced weapon like the minigun. 2 shots and he's dead

Some tips for the tanker. He shoot 3 rocket per salvo, then reload, and restart again. Get near a cover, and when he start shooting, roll into cover. Or simply roll anywhere 3times. Then shoot is backpack. It's always the same, so basically you just have to get used to it, as it will always be the same thing.

Also at San Quentin, you can position yourself on the ramp behind the crate and fire at him and he cannot hit you unless me moves right to you, then you just run off and jump out to shoot him until he comes back and then repeat. Works with all Tankers.
