Anyone know what EGO level I have to be for all the perks slots to open up? I'm at 629 and only 5 are open.

That meant that the new client patch will pretty much grantee me an extra perk slot from level 1000.

To take this a step further: At what ego will you have unlocked all perks (NOT PERK SLOTS)?

Or is this impossible?

Won't really matter till they fix the perk switching bug. Annoying to set your perks, go fight something and they remove themselves.
