Side Mission The Tranquil Surface Part 4 bug (showstopper)

In the upper named Side Mission, The Tranquil Surface Part 4, there's a bug what doesn't let you start the Quest when you arrive at the Mission Location shown by the yellow circle. Not only for me btw, several People arrived don't know what to do, even a restart doesn't fix this.

A workaround would be: WATCH for the incursion that happens there frequently. THEN go fetch that mission again while the incursion is going on. ONCE the incursion finishes it _Immediately_ launches that mission.

I think the game get's confused as to when what mission is in the cue.
