KTAM Power side mission is bugged, too, it's just freshest on my mind from right before I got kicked to desktop for the last time early this AM.
I had to do it about 6 times, killing the boss on 3 occasions to get it to finally stick as 'accomplished'.
The boss didn't appear each time I was there with a random player.
The 3 resets would take forever each to register, and then un-reset during the mission.
The badguys that swarm out of the building while doing the reset next to the tent inside the gutted building kept swarming out, I had to kill about 30 of them in one instance.

After killing the boss on 2 occasions, and mission appearing to clear - I'd pass a roadside marker telling me to do it again.

I was there on 2 or 3 occasions with a different random player - and they kept phasing out/in/out.
I know it was twice, because I know I saw them, I think I saw a player in a third run-through very briefly.

It cut out and reset in the middle of the mission with 2 terminals done, then after completing it, it immediately restarted and looped around 2 more times.
Also I fell thru the roof once.

I remember falling thru the vendor once and standing on a vendor site before it spawned around me, both at IDR in D-13.

It makes a good story and fun screen shots like yours, but clearly a 'wtf NOW?' moment.
