they don't have crates. Some faction sells weapons, good for them. Some sell nothing, like green grenade. Why would anyone do anything for them?
Tarr crates for dailies , weeklies ... are they gone too ?
To power level quicker , buying a green nade or shield to up your current level helps as all items when purchased come with a level close to yours . So if you can’t get a nade or shield to drop and you have a lower power level equipped , your drops are lower rated , thus slowing your progression...
And always pick one gun and enhance to max to help power level ...

and not really. While it's possible it's statistically improbable that you lack power on grenades and shields. Enhancing weapons helps because it's an outside boost. But normally you always have all three items at "equal" level. No reason to spend a week worth points on grenade at your level. You cannot even choose which one you want in case you lack power rating on the specific one you need. Two contractors, two specific green grenades. It seems strange.
I think those factions are from former DLCs and they might offer something interesting in D13 what is not in D50 at all.
But it would make sense if at least one offered all grenade types and the second offered all shield types.
The last hope is they somehow miraculously change their offer when I get higher status. Will see tomorrow.
not sure about that one, haven't met their shop yet. VBI, Soleptor and Top Notch offer their specific weapons. I guess those replace random caches. Now you just buy the very type you want which seems ok, I hate RNG. I don't know what "damaged <weapon name>" mean tho, but hope it gets better with rank or something.
Except echelon offers only outfit. Thorn Liro offers thermal grenade + some shield and Chimera offers fracture grenade + hardened shield. Those seems lackluster. But maybe rank matters.
Haven't found Tarr, Defiant Few and 7th Legion yet. Probably in San Francisco.
