Location of the secret vendor in San Fran

Ok I have to ask..... Where did you do this emergency at? Was it one of the 3 well known "secret vendors" or was it in an actual random location?

I've seen one frequently in Madera on a road running north/south just east of Iron Demon Ranch and south of The Hatch.
I've seen another instance of it on the road west of Mine 99, in the past.

The secret vendor was Charlie, but you had to do a few things at a specific time for him to interact with you. Apparently there was a bug so they removed him for now.

Correct but as far as Im aware said vendor emergency doesnt have a special title or vehicle associated with it like the other hidden vendors.

And no, unless something changed, there isnt a hidden vendor in San Fran in a fixed spot.

You're right, the vendor emergency doesn't have a special title or a vehicle associated with it, however you can buy Green Frontier SAW's (I believe they are Frontier, but might just be FRC) from this vendor for 1,000 scrip. This is a much more efficient way of leveling up your LMG skill and not wasting a ton of salvage on the same gun.

I have done it multiple times on the southern road that goes from Port Stinson to Last Chance. I haven't seen it spawn there since Volge emergencies have been around, though. In fact, there is almost always a Volge emergency in the exact spot the vendor usually spawns on that road. I haven't seen the hulker at San Quentin since Volge's either, but than again I don't play as much as I used to.

I have been there before. many people have. there is also a fast travel point there too... i belive they just added it a little while ago. its a small place with a statue next to it.

That would be Coit Tower, It has always had a shop there. The fast travel was added when the bloodbath gorge one was added.

The Vendor emergency is also definitely a thing, I just ran I to him last weekend and picked up a sweet purple Northstar Flare with a +4 clip bonus roll on it.

Since the volge started showing up, the random vendor emergencies have become more and more scarce. I think it also goes back to the first time the plague was introduced as well. I went for a while without seeing a vendor emergency, then saw 2 on the same day, and haven't seen another since. That was a little over a month ago.

What they need to do is add 1 or 2 more hidden vendors (maybe fixing the heaven's gate vendor that broke during the rogue e-rep/hellbug inclusion) that actually sell outfits for scrip
