So i finally reached this point of the main story mission in Marin where i meet Rosa and she sends me to the towers quarry. Once i got there for some odd reason there's nothing there. No enemies, no objective, nothing. all its telling me is to "use the telecom panel to locate the ark-cell". Am i missing something? I tired to abandon the mission, restarted the game and even my xbox but so far nothing. any suggestions?
