The telecom panel is missing nothing including enemies spawn at the mine. This halts all Main story progress and limits leveling using main story missions and their unlocks. Leaving any pursuits and side missions undone and the only Arc falls and sieges for experience and gear drops. This completely destroys any chance at getting arc keys if you're below 50.
