No I think its genuinely bugged. The description says the third shot out of the burst would do massive damage if the first 2 hit the target.. So far using this. Its the same poor poor damage with every bullet... And sometimes I even get a 0 to pop as my damage... So yes no damage as well with some shots... fun huh? It needs a big buff and fix.

even when it does work, the damage is terrible.
