Only one character slot?

I just logged in after not playing the original Defiance for over a year and wanted to check out 2050. I noticed you can only create one character? Also, there does not seem to be an option in the cash shop to buy an additional slot. Is this intentional? How do I go about opening more slots?

Actually theres 2 character slots,and since i didnt care for any more character slots i'd imagine you have to purchase more,like Metal Gear Survive

Not sure if there is a cap I have four but you can only create one at a time and they only show one gotta push left or right to scroll for new charecter development
