That is not how shields work, period. If they're starting to regen before 5 seconds, there's either a desync somewhere or it's a bug. But I've never seen once which this happens outside of periods of massive desync, in which case whether you're even hitting the enemy to begin with is suspect anyway.
Regardless, that would be a bug outright, and not with shields being OP broken.
Actually, its not broken. Larger than normal targets have higher shield/health for a reason. These are Elites and they want you to prep for them. That meaning shielded elites should be handled with quantum rounds, armored should have been armor piercing round but the rounds are bugged. The AP rounds state they bypass armor but then state having a reduced damage output to health, shields, and armor. This nulls the "through armor" effect. I'm assuming fracture nades has the same issue. I usually try to keep a quantum weapon for Bulwarks and other heavy shielded targets.
what part of " the shields are broken in that they are not having a delay on the regen like they are supposed to have " did you miss ?
that kind of bug would lead to the shield being OP and broken. unless your trying to say that I end up being desynced almost everytime I fight one of these minibosses solo , which I think you are smart enough to not expect anybody to believe that is what is happening.
Not really, because anecdotally I've never encountered anything like this except during desyncs, meaning I'm somehow not getting this bug ever. This is with me intentionally having respawn-abuse to force a 2000 PR bulwark to stay in combat and slowly whittling it down with a 1200 PR medic.
Though I'd note that if the enemy does drop from combat, their shield reload do start up immediately. Could that be what is happening at your end, that you're somehow fighting the enemy at the edge of their aggro range?
no I am well with in the spawns area , I kite them around and watch the shield regen while I am shooting them when using a rare AR , but if I use my prototype AR the shields do not regen as fast so I can take the shield down and kill them in a reasonable time . if using the prototype is required to take them down then they are OP , but the shields regening while being shot is definitely a bug.
edit : when I am shooting them I am aiming not firing from the hip .
I am personally not in favor of using the respawn node to beat them .
you know the best prove of this would be a video (and you can send a link into bug report thread). Until then it's hard to believe because I've never saw that either.
It might be possible. It's just extremely improbable that all yours are like that while all mines are working well. I've posted videos, you can see they do not regenerate there. Please do the same so we can talk over something.
