PS4 NA Mission Missing

I cant complete this pursuit because the mission "Catch Him if You Can" is missing or bugged please help me i need it for unlock the Beacon Prototype weapon. the mission is supposed to be at Marin-Muir Processing Plant

At Muir there a a few you need to do before that pops up ...should be a side mission by mailbox iirc
