a little further.. once you have a rank 2 in the faction you may buy "a box with random weapon of rare quality with a chance to be epic". That's it. You can't choose specific weapon anymore.

And for 120 reputation that's not good deal. Might get slightly better with higher rank, but the "random" part is bad. Especially when they kept telling that RNG is no longer an issue thereof trading is not necessary.

the higher your rep with that vendor the better the rarity

I kept thinking about your statement over the last few days and I'm convinced that the lack of info serves several purpose for Trion.

    1. They believe the discovery process is the fun part for us
    2. They assume we'll be here so long that the first dozen attempts to buy stuff [with faction rep that takes a while to amass] will be so exciting that we'll forget the disappointment at getting crap that makes no sense.
    3. They want to be as non-specific as possible with details, so they can alter/tune/change the 'reward' we get as they see fit - and we have no basis to call them on it.
All of the above are in keeping with standard policy of Promise/Result as seen in the past.
    These are just my opinions.
    I have lots of opinions.
Some of them, on occasion, people have agreed with.
I do not trust those people.

condition three refers to the stars....

A 5 star that says it does 100 damage on the description will hit for 100 damage, every star lower then 5 damage goes down by a percentage. Every star higher than 5 will go up by a percentage.

Say for example, gun hits for 100 dmg non critical @ 5 star (All numbers are for example only...i do not know the actual stats)
    So a
    1 star = 80 dmg
    2 star = 85 dmg
    3 star = 90 dmg
    4 star = 95 dmg
    5 star = 100 dmg
    6 star = 105 dmg
    7 star = 110 dmg
    8 star = 115 dmg
    9 star= 120 dmg
    10 star= 125 dmg

    TL;DR

    higher stars , more damage
    Defiance 2050 Xbox
    Power = 3052
    GT = LostBytes

The percentage is 10%, if I'm not mistaken.
Defiance is gone. Gamigo has been "not neglecting" the game for over a year, yet there's nothing new except for low effort arkfalls and bitshop items.
I know it might be hard to quit a game you loved for years but you have to understand that it won't get better. Ever. If you like the game in it's current state, then sure, keep playing it. You're enjoying yourself after all. But if you aren't, don't hope for a better future for Defiance. Because it won't come.

Yes, 10% is the total (2% per star), except since we don't have any 0 star / condition weapons in game (AFAIK) ... we never go down (-10%) to 90% damage.

weapon conditions are different based on the rarity / source of the weapons. commons are 1-3, uncommons are 2-5, rares are 3-7, epics are 4-9 and legendaries and prototypes are 5-10 and affect damage. the way it's currently balanced is rarity 1 is about -10% and rarity 10 is about +10%. so rarity 5 is the actual base damage of the weapon.
    ...
power and condition affect damage, rarity affects condition

The best weapon you could have in the game will be a 10 condition orange with orange mods and level 25
purple maxes out at 9 (stars)
    Code:
    1 star = 92% damage
    2 stars = 94% damage
    3 stars = 96% damage
    4 stars = 98% damage
    5 stars = 100% damage (base)
    6 stars = 102% damage
    7 stars = 104% damage
    8 stars = 106% damage
    9 stars = 108% damage
    10 stars = 110% damage
