Gun Rolls and Weapon mods seem to be Broke

When i reroll a gun roll to say Fire rate or reload, or add a attachment which does the same thing, my gun will shoot either faster or reload faster then it originally did, then it will become slower then fast again at random moments for a short period of time. This may be the case with other rolls and mods as well, but i only listed the 2 ive noticed, not to mention why arent there Extended cap mods or rolls??? >

Is this when you're near other players? Because Combat Medics have a perk that increases the fire rate of people who their bot is healing. I'm not saying you're wrong, just I haven't noticed any issue with fire rate fluctuating when playing solo. Just thought that might be a possible reason.

Check your class, I know one of the classes gives a very fast reload buff after a kill for about 5 seconds ish (I think its combat medic?). Demolitionist gives faster rocket launcher reload speed, etc. I haven't rerolled a gun, but have unlocked all the mod slots and fully modded my current guns/spent the bonus rolls, and haven't had this problem, so if it is a bug its most likely upon reroll.

Medics also have a perk that increases reload speed for them and nearby allies on kill.
