PR of enemies in non-open world activities

So, I know that PR scales in open world stuff, but what about instanced activities. I blew through the missions and am around 1670 PR and I get oneshot by Nim Shondo and quit after 5 attempts. I know I can just git gud and eventually do it, but come on this is a campaign mission - it's not Dark Souls. Also, all enemies in arkfalls, sieges and contracts (for example Thorn Liro and Defiant Few) seem to be 2000 PR, which makes them punishingly difficult.

Is 2000PR the level these should be for my PR?

Also for Arkfalls an Sieges I know that I should be playing with others but the last three I found I was the only player - is player population that bad already?! PS4/EU.

the whole SF was 2k minimum for me. So it can be expected that activities formerly added after endgame will be as well.
