Inventory Surplus issue

I have 4 characters. I purchased the inventory surplus on character #3 without any issues. When I attempt to purchase it for character #1 it will not finish the transaction and grant the increased inventory. I have attempted this several times using both Quick purchase as well as add to cart. Both methods end with the same result, an audio sound like the purchase goes through but no change in currency and no delivery of the item.

The specials are intended to be purchased/used by ONE character per account.
They don't spell it out on the store page, but they've confirmed it several times on the live streams.
