Yes, according to the devs but purples/epics would be the best you can get. For a chance to get legendaries, buy the lootcrates!

So far it can be frustrating to get the exact (legendary) weapon you want when you are at/near 5k PR. In the OG Defiance, the perfected weapon lootcrates are divided into classes (ARs, SMGs, etc.) so your chance of getting the exact weapon you like is higher.

I guess as you level up, the crates have better chances of giving you higher quality items.
