Apparently there's "Optimum Ranges" even for Snipers.
So just because you've got the dot touching and you're miles off doesn't guarantee a hit.
With all weapons they work best at their optimum ranges.

I don't know if this bothers anyone else but I noticed that when I'm shooting fom the hip and then go to aim with a scope sometimes the aim on my scope is way off. Or if I'm behind cover and can see the enemy clearly if I aim I'm shotting the cover. This drives me nuts, there's even been times where my gun is pointing to the ground, but I've learned to live with it and now I barely notice it.
