Just received these a little while ago --
An orange/black Duni Racer and 1000 valor. The valor is per account and the car is for all characters on the account.

I (and others) have mentioned how Trion calculated Valor several times:

They never published their formula publicly AFAIK ... they were rather cryptic about it.

But I deduced that formula:
Valor = Pursuit Rating + Dollars Spent x 10
Rounded up to the nearest 500

So ... if you are comparing yourself with a friend ... you need to know the highest Pursuit Rating for each of you (perhaps your friend had a higher Pursuit Rating on a different character or platform?) and (ideally) the precise amount of money spent on the game (especially any Bits purchased). It's possible your friend spent more but forgot.

Valor of 2K might come from a Pursuit Rating of 1250 plus $30.
1250 + 30 x 10 = 1550, rounded up to the nearest 500 would be 2000.
How much did you spend in total on the DLCs? Did you buy them separately or in the bundle?

Valor of 4K suggests they spent well over $100, since the max Pursuit Rating is not much higher than 2300, AFAIK. For example: 2300 + $130 x 10 = 3600, rounded up to the nearest 500 would be 4000.

To give a more accurate answer, we would need to know the highest Pursuit Rating and exact amount of money spent on the game for you both.

And then, if you should have got more Valor, you may wish to contact CS.

It's based on the Pursuit Rating not EGO, EGO is irrelevant.
By the way, additional Pursuits were added to the original game for the Valor program, under the “Road to 2050” title. Is it possible your friend obtained those but you did not?

Also ... we need the total amount of money (in dollars) spent. Your friend might have purchased some bundles / cosmetics etc ... it's not just based on which DLC packs were bought and buying individually was more costly I believe.
