Yes. Don't unlock all the surrounding stuff first. Just go in a straight line to each power. It should only take like 20 points to unlock the main powers.

IMO, I love decoy especially when soloing missions with large mobs it works better then cloak, i shoot out the decoy and find a nice spot and unload on the mobs or plan/turn off generators, also with LMG/AR combo with preparedness i hardly get touched

    thats my opinion =p

Depends on what you want out of your power and how smart you're willing to be with it. And your general approach to combat.

Decoy can be very useful, if you're willing to practice with it. It takes a bit of study to figure out how to use it best in various situations. I personally think it's best combined with a heavy-hitting weapon. My favorite being an LMG.

Overcharge... I'm not a fan of, although I really love the explosive-oriented perks it has access to. While there -is- a time for MOAR DAMAGE!!!!, I've always found that the most useful thing in a hectic firefight is the ability to buy myself a few seconds to assess the situation, reprioritize as necessary, and isolate the greatest threats.

I'm a Blur user myself, but mostly because I'm also a shotgun user. I'd base the decision more on my preferred fighting style than anything else. So, that's something to consider. Your favorite weapons and how you prefer to use them.

Basicly pick the only you like fist and the other you will be able to get soon, then you have both.
The way the person I originally quoted said it, no. It wasn't a good answer whatsoever. Unlike others who've bothered explaining how I'm able to build over to the other perk. Like your reply and a few others above.

I think they are hard to compare because one is tactical the other is aggressive oriented. To be fair, if it had better perks rather than sniping related perks neighboring the skill I'd have said go with Cloak. It de-aggro's you though not as effectively as decoy, recharges your shield and allows you to bypass security turrets and you can move up and stand one step away from a guy, switch to a sawed off and blast his brains to the moon. All told it can be used aggressively, tactically and defensively. Just don't activate it when you're fully exposed and getting railed. it will immediately send the power to cool down and you're stuck waiting. The other thing that sucks is the power upgrades themselves only subtracts cool down time by 5 seconds per point. If most firefights are over in 30 seconds with good aim and a high power weapon loadout it kinda makes cloak a one time per engagement use. If you are tactically displacing all over the place and fighting massive groups of guys by picking them apart and relocating then the point buy in might be worth it. I just wish the power upgrade was for enhancing how long it lasts rather than making that a separate perk.

I noticed a lot of Overcharge perks are geared to explosive weapons.
I learned the hardway that "explosive damage" excludes explosive damage shotguns (a few of the pump/sawed off shotguns fire detonator type sticky bombs). Rock Launchers do benefit, I'm not sure about detonators. Buf i you don't plan on using those weapons, Overcharge loses alot of its appeal.

Overcharge is the pimp mode. you will do way more damage for a short period, but with ego reduc, you can do it really often, increasing your dps output by at least 17%.Usefull with vampiric weapon, and weapon with high dps.Lovely to solo, efficient in group and average in pvp.

decoy is a life saver. Decoy will scan cloak in pvp and spot some enemy. decoy will aggro every mob on the map and you will be able to kill them all with some explosives. Decoy give a small shortcut to defensive peak, and allow you to position yourself with the blink. Lovely in group pve,and efficient in pvp and solo

do your pick between defense/offence,and pvp/pve. pve,go overcharge. want utility? go decoy.

Hmm well it looks like decoy would be a lot more useful for how I play.
Thanks for all the input so far!
