I feel cloak should last as long as it can even when your disabling devices.

I think its good as it is, and its probably a matter of you uncloak whenever you activate 'something'. The fact that you can't stay cloaked when turning things off means that you need slightly more strategy then just cloak and rush through. Which in itself many players would do.. leaving others dead in the water.

cloak is already the best power for pvp why make it the best for pve as well.

I wish it would out of selfishness, but I'm glad it doesn't for gameplay reasons. Having one skill automatically better than any others is bad design.
