Possibly a war or something. *shrugs* Either way it has already been pointed out that the Indogene alerted the Votan races of the impending doom centuries before the event. No one wanted to believe it possible, or just didn't want to foot the bill for such a massive fleet... Thus a shortage of space on the ships. Many Votans died to bring us this information...

the season pass hints at new race for playable character
Just to fix it, most of the press articles say races as in plural.
