Yeah only way I beat this one was to slow WAY down and cruise through the spawned camp then floor it through the rest of the course and try for a perfect run. Got it on my like sixth try.

lmao, so I did all the time trials last night. Hadn't done any yet... Ground out golds on each before moving on. Ran into it all. Frustrating as hell.. But doable.
at least it makes me view the black challenger with a little higher regard now haha.

The placement of emergencies just seems especially bad for that one race(wasteland circuit). Uninvited Guests can show up in 3 places on that course, but only the first 1 at the bottom of the steep hill near where you start was annoying. Univited guests is placed in such a way that it's hard to get around without bleeding valuable seconds. If you clear it it doesn't stay gone for long. The other 2 instances of it are actually useful since they don't interfere, and one stops you from making a wrong turn.
If your lucky a different emergency will appear at the bottom of the hill with the goal of planting trackers on some trucks, which is easy to avoid without losing any time, because the left side is wide open. If it appears don't clear the emergency, unfortunately that doesn't prevent another player from clearing it. That happened to me, but no other emergency popped up, so I was able to easily(compared to with any obstacle) get the gold.
Another good emergency that can appear closer to the end(there's a ring next to a small pointed rock wedge near it's location) is junkyard dogs, because it only spawns a few small and easy to avoid scrap piles. Just try to avoiding killing the mongrels since their bigger friends will come, and can easily break your vehicle. It's better then another emergency that likes to spawn there, which has dark matter, a few metal crates, and a large APC right in your path.
the univited guests emergencies should be gone after the armstice day celebration event is over, along with those annoying paper lanterns that love to snag vehicles.
I submitted an in-game support ticket for this the other day because I was having the same issue. I decided I'd just come back later and finish it off. After a few hours I went back and the emergencies were gone and I completed the trial and closed my ticket. I did try clearing the emergency multiple times and was really frustrated as well. I think if they haven't fixed it yet, you may want to try going back to that area at different times to see if the emergency stops spawning like it did for me. Good luck!

The extra seconds that seem to be tagged onto your times don't help but if I could get any of the spawns besides the unwanted guest I might be able to do this one, it's the only gold I'm missing now.
