Buying Loadout with Valor Question

If I use my valor to buy loadout slot, does the loadout slot become available to all 6 toons ? or is this item per toon ?

What if I purchase with bits ? You get 2 for the price of one, does it cover all toons on account or is it an individual toon purchase ?
