It really goes on my nerves when I can't escape packs of monarchs because I'm playing whirling dervish.

Run backwards or run circles around monarchs. It's what I do. Or you can use the Assault class and sprint away. Unfortunately you have to face the enemy to shoot them.
It can't be turned off - players have been asking for this Defiance "feature" to be optional since 2013.
The same mechanic is part of 2050; I don't see them changing it any time soon.
I too have used Assault's sprint ability (along with some jumping) to avoid packs of enemies (as Belial mentioned).
