The Elusive Legendary

EGO 500. Bought a lot of T4 "luck"boxes, I think maybe 10+, no orange but plenty of purple weapons. I tried a T3 box, all greens, never bought any T3 after that.
Anyone knows exactly the chances for each tier? Is it really possible to get legendary off a tier 1 or 2 box, if so what are the chances? I am trying to wok out if it is economically sound to just buy lower tier box since it costs fraction of the resources.

Ego ratinf 472, opened 50+ lock boxes with in game resources haven't found a thing, spent $70 on bits for lockboxes and found ONE GOD DAMN ****TY ORANGE ROCKET LAUNCHER!!!!!!!!!!!!!!!!!!!!!!!!! Makes me feel taken advantage of
