Right now the chat system is completely borked. But apparently the next major patch is addressing this.
I personally haven't found a way to whisper. I've tried all the slash commands I can think of. I can talk in area and clan chat just fine, but no way to have a private conversation with someone short of inviting them to a group and talking in group chat.
I was able to send messages to other people using /whisper [namehere] [messagehere]
when you do a /help it lists these commands you can use, though I doubt any of them work 100% of the time:
/send, /t, /tell, /w, /whisper
It doesn't work. I have tried it several times.
A friend sent me a whisper yesterday in the usual purple text so it is possible. Don't know how he did it tho? probably /send or /w something like that.

The whisper (/w) command is there and I have gotten it to work on rare occasions. It is broken most of the time though and does nothing at all.
The whisper works /w <name> , the reciever will see the text but the sender will not see it in his chat log
