Places with false cover, enemies shooting you behind cover

there's a lot of places through out the game where cover does not work the enemies will still hit you wiether it's behind a rock or on the other side of a cliff (ground formations) one of which is durring the Side Mission: "Tracking packages for Cooper", durring this Mission area there's almost no cover that works. I even have a shield that I use with a 2.45second recharge delay but it wont recharge if i'm constently getting shot at when behind a large boulder, or in a ditch.

I just been dealing with it but its a good point that cover should block bullets
