    Is that so? You better call up game hunters, law enforcement, secret service protection details, and nearly every military and paramilitary force on earth and tell them they are doing it all wrong.

    Shotguns are not horrible to use in "any scenario". They are optimal for many scenarios, if they were not then they would not be so widely used in dangerous situations.

    As for your over-simplified definition of game balance, the strictly speaking problem here isn't shotgun damage, it's the fact that a skill in the game basically allows players to completely negate the shotguns biggest disadvantage (lack of range) which means players can get all the benefit with very little of the detriment.
