I did it! After 4 hours of every possible spawn area and I've found one at the exactly same location as OP.

Yeah Armistice Celebration has been a nightmare to find. I've managed to earn Rank 11>12 in a Runners driving around looking for this thing. I'm reaching the point where I'm just going to give up on it because essentially grinding time to look for this thing is no longer that fun /=

Still can't find the Raider or Dark Matter pilgrim events. Been days now. This is getting pretty ridiculous. EGO 1500.

The raider pilgrim event needs an increased rate. Seen atleast 5 of each of the other events so far yet not one single raider.
