As a Floridian myself, I can understand wholly about why. The elderly, as stated by another earlier.
On topic, perhaps the extreme proximity of the ocean (in which it also got transformed at some point) affects the surrounding areas of Florida with extreme measures. After all, it is surrounded by about what 85-90% water? I'm really surprised it didn't turn into an island like parts of the west did.

Nah, just head to the NORAD site; I'm sure that's turned into an interesting spot, one way or the other (actually got a take a tour of it when I was younger; my grandfather worked there for the Navy for a number years). I'm actually curious now as to who controls it. A little E-Rep outpost, perhaps? Wish we had a legend for the map.
