As a Floridian myself, I can understand wholly about why. The elderly, as stated by another earlier.

On topic, perhaps the extreme proximity of the ocean (in which it also got transformed at some point) affects the surrounding areas of Florida with extreme measures. After all, it is surrounded by about what 85-90% water? I'm really surprised it didn't turn into an island like parts of the west did.

Not all of Florida is gone! Pensacola would survive! Granted we would be stuck between a giant dangerous swamp and Alabama. Oh wait, nothing would be different.
