Whats up with these "random synergy mod sets"

They don't seem to be very random... in fact of the 10-12 I've bought a HUUUUGE portion of them have all been the "brutal" set. Like 9/10 without exaggeration. MG/SMG/LMG mods seem to be a rare drop as well, I just got my first 2 on my 12th box. If this is how "random" things are to work I think I'd rather like to see the ability to buy a "random box" for a gun you actually like to use.

Also while tryin to mod my Courier shotgun it won't allow me to attach clip mods to it. At first I thought its because the total increase would be less than 1 additional round (as it has a 2 round clip normally) but even when I try to add a 1.5 clip (which should give it 3) it doesn't show up in the possible addons. Is this suppose to be?

you can't make a clip bigger on a sawed off shotgun, 2 is all you are able to get.

if you go to the faction vendor machines scroll to the bottom each of them give different synergy mods as well.
