Found the 99er event a little bit off a road that followed the western coast of Sausalito. It is an emergency though so it spawns randomly in different places.
I know.....but iv been looking for three hours lol didn't know if there is a rotation.

Part of the problem is people driving by other events and specifically doing those specific episode events; people are not realizing other events will end up filling those spots and there won't be any events up for anyone else. You'll be doing yourself and everyone else a favor if you knock out other emergencies while you're looking.
This one is driving me nuts, I've put about 5 hours looking for this specific one - got the rest already.
I've also been clearing out the other emergencies as I go hoping this one will spawn.
It's so frustrating I just want to cry :'(
