It's a 4 GB patch. Yes, you are literally downloading nearly half the game again.

Damn okay I didnt' know if they were being facetious in that other thread. It's literally 4gbs? for a PATCH?! God that actually is kinda ridiculous.

Because they're using a horrible patch system that apparently can not apply small changes to existing files, but instead has to download the entire file again.
I mentioned this elsewhere, but it's pretty much like us having this conversation:
Me: "I fixed the texture seam on your Infiltrator Armor.. I'm sending it to you along with all the other armor art in the game.. so it's going to be a 400 MB download"
You: "Wait, what? Did the other armor art change?"
Me: "No, just the Infiltrator Armor. By itself it's just 5 MB."
You: "Why are you sending me the entire zip file then? Just send me the updated Infiltrator Armor art."
Me: "I don't know how to do that. Take the whole 400 MB zip file containing all the armor art, please."
You: "..."
Don't forget its Spring vacation and everyone is trying to dl the patch.
If it takes an hour it takes an hour.
