It is a product of lag/packet loss and not 100% server related. It can also be a result of your ISP load in your area. The system defaults to a static config in the interests of speed and given a chance to catch up will correct the issue.
Depending on where you live, how many connections in your house/area/etc and how many people are on line, streaming... I expect you will see a lot more of it with the events in Boston and in Texas I am sure people are wired in for updates which is having an effect on the Internets in general.
The more people in one area the more info needs to be sent out and the more computing power the processor and vid card need and Xbox just doesn't have the juice to handle it all which is why this is common on Xbox. I think Defiance literally is at the max of what the Xbox can do as far as networking which is why Microsoft demanded region locking and why the Xbox has been the most affected by server outages and crashes. It's just too old, and too under powered.
