I'm going to that piller to the east of Sondu's Consulate but they ever spawn, is there some where else? I know it says Near Madera or Savsalite but not sure where the other location is, can any one help?

They will spawn there at some point. It takes a while though. I was there for about hour an a half doing other things until it turned up. You just need the patience of a saint.
