Buying outfits and headgear from Supply Merchants

Other than the first supply merchant that sales headgear will we ever be offered the opportunity to buy other outfits or headgear outside of the defiance store like they do with lock boxes?

Currently? No. Ever? Maybe.

But you will earn more outfits as quests rewards for playing the main plotline and completing certain pursuits.

Every co-op map has a pursuit that gives an outfit. There are a lot of outfits in the combat pursuits as well.
