I am obviously not very far into the game but at what EGO rating do you get to the point that you can equip all the perk slots and have access to all the loadout slots as well? Or do you have to buy something to have access to all of them?

4000 EGO should get you all perk slots and loadouts.
4000= all perks, 1500 = all loadouts
