I'm not sure what a RT Dodger is. However if you're referring to a Dodge Challenger R/T. You can buy one from a dealership. Or buy it used, off of sites such as 'Kijiji'.

I would think that the OP wants to know about the Challenger in the game, not at a real dealership.

There's one available near Muir Processing, northwest of the dam, at Crystal Pond. You have to clear several mobs, including a Blacklung, to get the vendor to appear. It's an orange Challenger, and will set you back around 15,000 Scrip.
