Yep that's right! I'm going to the pirate radio mission and it's just not there. there is a tiny radio dish but no cass. Now i'm at a progress stand still. Please fix and I will go play some more side missions

This happened to me. Its definately a bug, the chick who gives the mission is slightly off to the side instead of where the marker is. I ended up leaving the zone where she was and approaching her over and over and eventually I could push E on her rather than stand on the mission marker. This trick might work for you.

I've tried everything, but mine is still bugged. Anyone have any luck?
try logging out and then back in. its done it to me and some of my friends as well. and that always seemed to fix it for us
I tried that already and it didn't work, but good news! I got it to work now. I just ran back and forth from where the big quest symbol was to where Cass is. Eventually, I got the option to interact with Cass.
