When Do level 2+ mods appear ?

so I've just got into San Francisco and i'm wondering when more powerful weapon mods will start to appear in the stores, my EGO rating is 360 something and my main weapon is the assault rifle you obtain from the story mission (the one Nolan gives you)

Nope. The mod system is a joke. So don't expect to find anything worth while, you might get a couple +2 from side missions, but nothing outstanding.

Is it better to out-monster the monster or to be quietly devoured?

I havent seen ANY mods since I ran out of missions so horde them till youre sure or can afford to reclaim(23k salvage) them. The mod crate you buy seems to only give "brutal" so....

Not true, they appear from right at the start to the end.

Notice how side missions give mod caches? Those can be blue, you can also find blue mods as special sales at vendors sometimes.
But since they are basicly the highest tier of mods available they are quite rare and not worth slotting into weapons you wouldn't carry all the time ... so no need to worry until you max out your weapon skill.

And yes, mod lockbox seems bugged. But there are faction lockboxes and you gain weapon specific mods by doing hotshots, which seems to be their primary purpose ... although they seem to have forgotten to include an AR hotshot. -.-

I saw level 2 and 3 mods pretty quickly. They appear early on they are just rare is all. I have several good ones in my earliest weapons still

For example: I still have a really really nice sniper rifle with level 3 crit multiplier mod in it. The rifle is like 380 EGO, so... that's not bad.

Its just they are pretty rare. So you wont see tons of them, just a few over time.

I get green/blue mods pretty consistently in Special Sales, whites as well but those should quite frankly be removed from specials. If you do a few laps around the map and visit them you might find something good. Also worth considering to pick up green/blue ones even if they aren't for your preferred weapon. You might have friends who can use them, or be able to trade for a mod you're looking for that way.

The main issue is that all of the good synergy mods are unavailable for whatever reason...
    Assassin, Cannoneer, Rolling Thunder...

i had a ll my slots on my SAW filled. and its going to cost 50k salvage to get em back. its not really worth using em on weapons unless you know your going to be using the weapon for a very long time.
