The world itself is very diverse, check the different camps and settlements, each is pretty unique and very little copy&paste. No 'square flat' area's, but every bit of terrain has been modified one way or another.
Depressing bugs? Name one that makes you depressing. The few odd pursuits that aint working? The few instances not properly triggering? Far from depressing for me.
The shooting, not sure what they mean with that. Each weapon handles differently, go play with the Reaper and you feel true power of a gun.
For a recently launched game, its pretty solid at base. Sure it could have some extra stuff, sure it could be wider on content/diversity, but the basics are very solid. Some dont like it because they expect Borderlands, other expect Battlefield 3, some see WoW as holy grail and some just like to piss on anything that isnt what they want. The others, are just having fun. Every day i find new places on the map, places not been before and its pretty amazing to see how much detail was put in some parts.
See, at the time of Tabula many had huge critics on the game, buggy, crap, lame, stupid, but it was years later they realised it was a very decent game and hardly no other game ever got close to their level of 'depth' on a TPS MMO.
