Unless you are talking about something other than the Raider Hulker...

remember they scale in strength depending on how many people are there, but it would be just as easy to solo him

No. Not the head. In the actual face (avoid his helmet). Go test it out. Shooting him directly in the face = more damage than shooting him anywhere else when he is "normal". Shooting him in the chest (while normal) also does more than other spots, but face does the most.

Then yeah, when he starts raging, crits in the chest then in the brain when he stops are where you really get a ton of damage in.

Finally got the hang of how to beat this Hulker now that I know what it is called. I found farming him very easy actually if you shoot him and run up the hill in the field and keep shooting him he'll follow you to the pyramid and all you have to do is jump up and he just stands there as you blow his brains out. Boring but great for leveling weapons and have killed him by the road with everything but melee him. Will try that sounds fun. Thanks for all the comments even the smart**s ones.

Hulker's have 2 crit zones that are not always available - brain and chest area when enraged.
They also have 3 different damage areas that don't give you critical damage or yellow numbers. Helmet and arms & legs for normal damage. Torso from front and back for bonus damage. Face for more bonus damage.
Thing is, shooting the face and the red glow when he's raging is smart, running around while not shooting or hitting his arms with most shots in order to get an angle on these areas isn't. The damage bonus isn't big enough and pouring bullets into his lower body non stop is the way to go.

Weapon of choice should be a SAW or Assault Rifle with a pistol as backup for the brain. Cluster type grenades will hit for maximum damage when detonated when he either jumps on the spot or get's back up from the brain phase.

That's because the game thoughtfully scales the difficulty down for you if you face it all by yourself.

No it doesn't just ups the HP. Don't get higher HP mixed up with difficulty.

Ever consider that the game adjust enemy hp/damage received compared to how many people are doing the event at the time... I.e it was scaled for 50people... not 5 ...

50 allies?!? I farmed 7 of them solo in 25 minutes to get my weekly contract done the other day (thanks, trion, for resetting all my weekly contracts w/ 24 hours left)
