I have figured out a way to get rid of the shield guys easily. Equip yourself with an electrical grenade. It stuns them. Once they are stunned just shoot them in the head. Also I have been grinding to get my 5000 combat shotgun kills so it really helps fighting raiders. They spawn many guys to kill.
Agreed as well. Once you fight an enemy long enough, you get to see their weaknesses. Raiders w/ shield, melee them and stick a shotgun in their face, then repeat til dead. Wait til you get to San Fran and have the Dark Matter Monitors. They have deployable shields on top of their equipped shields and while they can kill you fast if you're standing in front, just flank them and go behind to get an easy kill...they don't even turn around until their deployed shield is gone.
I dunno, I have found almost every enemy fairly easy to see the weakness in and eventually exploit so that you can kill them easier... The only one I am having trouble with is the darn dark matter snipers... Cloaked and usually traveling in packs of 3 or more all you will see is that evil red laser line and if you dont run your shields will drop and you will die in 2-3 shots, usually 1 from each sniper, and so much worse if you have other guys on top of that.
I used to dump whole LMG SAW clips with overcharge on shield guys and rage when they never staggered LOL. I tried going the explosives route, but due to the gun leveling nature of this game I didn't always have one equipped.
