Am I the only person who keep getting shotguns from lockboxes?

Just a question, every time I buy a lockbox..I either get sawed off shotguns, or scatterguns, anyone else with this luck or is it just me?

Same with loot drops.
The number of times a LMG SAW drops is basically 0, not even whites. I have only bought them from vendors.
I have little bit more luck with assault riffles.

But shotguns and rocket launchers have a very high drop rate. I have been playing for quite a while now that this isn't just unlucky on my side. Either it is a bug involving the selection of items from the loot table in combination with the random number generator; or the loot table has purposely lower drop rate for certain weapons.

Random number generator en selection is actually quite hard to do correct, and it has happened before in games: In one game the random number generator was supposed to roll from 1 to n, but it actually rolled from 1 to n-1, this caused one item in the loot table to drop less often. In another game the aggro table for every mob was sorted by user-id, then a random number generator selected from this list weighted by each user's threat; however this was done incorrectly and the people who were in the top of the list where selected a lot more often (and the people at the bottom never), which would be the same person over and over.
