have you maxed out that particular weapon's level?

Nope, it's leik 3 or 4..
If the xp on the LMG your using is maxed out. It will no longer add xp to your LMG skills. You have to change to a new gun and then xp will start adding again.

That's actually good to know. That would explain why. My assault rifle skill hasn't been moving. I've been using the same one all game.
The only plus to this very wonky weapon system is that the vendors basically continue to sell the same weapons, so if you, like many others, have favored the frontier LMG for it's accuracy bonus, you can buy an upscaled version of the same gun from the same vendor. It's just going to cost you resources to strip the old one of mods and then apply the mods to the new one.
