I figured the instance would be fine, but it won't count. I've been driving around the map looking for any mines that would
have raiders. I cannot.

Is there a place that I'm just not seeing, or is this bugged?

There are places on the map that have raiders in mines. I was at one before but sadly I can't remember where It is on the map.

Split Rock Mine worked great for me.

Agreed, that site is a superb resource until lazy people like myself find the energy and will to memorize places.
