He got introduced in the "big patch" (or "big bug" as some now know it) we had.

The best guess is he was placed accidentally by a developer being a bit over-zealous with whatever map editors they have and clicking somewhere by accident without realizing they'd placed a random NPC in the middle of nowhere.

The alternative is he was used for testing purposes and they forgot to remove him before patch release.

He must have been there before the Great Patch, since he has been spotted on PS3 and we managed to avoid the effects of this Event. (I myself have personally seen this poor lost soul on the PS3, standing his lonely watch over the ruins of his home.)

Oh yea I've spotted this guy a couple of times, he's slightly North of Dolores Park. I waved directly at him but he did, nothing... Makes you feel sorry for him =(

Although while driving round yesterday looking for pilgrims on the Coast of Madera/ Sausalito I found 3 of these fluorescent vest guys on a hill, one was dead and the other two kept walking over to the dead one, crouching for a little bit then walking off, but at one at a time, as if they were checking to see if he'd suddenly come back to life.

Oh yea there was another guy who was fixing this generator near one of the gun shops, and every 30 seconds or so he would electrocute himself and fall over, get back up and do it all over again.

Are all NPC's so psychologically damaged? =S

He was actually there before the patch. I saw him on day three of Defiance being out and he was actually tucked in a fetal position type stance. Now he stands proud...and upset.

The developer who released that information later admitted that it was a joke. It seriously does absoloutely nothing. One of the best pranks, since people spent days upon days doing everything you can imagine with that pendant..wearing it, rolling around..dropping it places..
