Unless the Time Lords have been playing with the servers again, they went down for good at 7:30ish Pacific, not Central. There was a glitch before that, that that kicked everyone out though. If you look at the Twitter feed, and the posts by Mathew (Sledgehammer) it's not quite been 5 hours yet.

I don't know what the Time Lords have been up to, but I do know that I looked at the clock when the servers went down and I could not get back in since. It was 7:30 PM Central. I have tried at regular intervals since and it has been down everytime. 3 friends and myself were on the boss in the first Coop when it went down. We all disconnected at the exact same moment. We were on Mumble together.

There almost certainly will be some form of rollback. I've been playing MMOs for over 14 years and although rollbacks are fairly rare and usually not more than a loss of 15 to 30 minutes of progress, I remember one title I played suffering more than a 24 hour rollback because they had to resort to an off-site back up from a day before the issues occurred. I also seem to remember a big stink about a game maybe a decade ago that had a roll back of several days.
I doubt it would be more than 24 hours in this case. I actually didn't play at all in the last couple days, so I don't know how long things were wonky for people before they took the servers down, but I'd say there is a fairly good bet that the rollback will be to a point before people started logging in with messed up stats.
As far as the downtime, they don't just need to restore character data from back up, but they need to figure out what happened in the first place and fix it. It doesn't take 7 hours just to restore data from back up and refresh the server. They probably are having problems fixing the root issue.
Since the game was fine until today, I have to wonder if it wasn't some sort of hardware related issue. If so, getting the proper components for the fix could also cause a delay, especially given the timing.
I am a bit disappointed, though, they they didn't have enough fail safes and redundancies to either prevent the issue or provide a quicker fix.
I just hope it will be fixed sometime today, really fixed and that the rollbacks won't be too severe.
